The chapters in this book are based on papers presented some years ago at a workshop in Canberra. We are extremely grateful to the College of Social Sciences and Law, the Crawford School of Public Policy and the Research School of Social Sciences, all of The Australian National University, and to the Workshop Program of the Academy of Social Sciences in Australia, without whose assistance the workshop would not have been possible. As often happens with edited volumes based on workshops, versions of some of our contributions have appeared elsewhere and this is acknowledged in the chapters concerned.
